Community Commerce Bank is now inviting PPP loan forgiveness applications, given that the Small Business Administration (SBA) has clarified the process. The SBA has adjusted its rules to grant a payment deferral period of 10 months following the end of the period during which the funds were required to be spent. Echo Park UMC received $20,000 in funding on May 1, 2020. The funds were required to be spent during the 8-week period ending June 30, 2020. Palombi, McClellan and Wulf will read through the new documentation sent out by Community Commerce Bank to make comparisons to the loan forgiveness application Palombi has already completed. In early January 2020, the church advanced Bernabe twelve months’ worth of his annual transportation allowance ($1,200) to help him pay his immigration fees. Since Bernabe retired on August 31, 2020, he still owed the church $400 for four months of unearned transportation allowance that had been advanced to him. Subtracting this $400 from the $560 received in the special offering left a remainder of $160. Elmer asked about the use of space in the church building for the Refugee Welcoming Center. Wulf responded that no decisions had yet been made. Elmer asked about what the Safe Sanctuary policies were. Wulf agreed to send copies of the Safe Sanctuary policies to all members of the Board of Trustees and the Finance and Stewardship Committee. + Elmer preguntó sobre cuáles eran las políticas de Santuario Seguro. Elmer reported that the contractor was making slow progress on the remodeling of the basement bathroom, but was not yet finished. Wulf reported that he has received a call from the Los Angeles Police Department’s Northeast Division requesting that the outdoor furniture on Reservoir Street be removed. Police patrolling the area have observed numerous incidents of disruptive behavior from people utilizing the furniture, including the harassment of passers-by, public intoxication, illegal drug use, and fights. Select Patrol, the church’s security service, regularly reports similar problems. Neighbors have made numerous complaints to the police and to the church itself about the disruptive and unsanitary behaviors of those making use of the furniture. Trash and graffiti continue to be major problems. Some of the worst abuses reportedly take place late at night and in the early hours of the morning. Additionally, the furniture is in bad repair both because of misuse and termite damage. + Wulf informó que había recibido una llamada de la División Noreste del Departamento de Policia de Los Ángeles solicitando que se quiten los muebles de exterior en la Calle Reservoir. There was extended conversation about how to respond to these requests by the police and our neighbors. Palombi suggested removing the furniture because of health concerns related to the COVID-19 pandemic. We are not able to keep the furniture disinfected. Neither does this furniture facilitate appropriate social distancing. She suggested that new furniture could be installed after the COVID-19 crisis ends. Elmer responded that the church needs to serve the neighbors that God has given it, and that these neighbors now include homeless people who need a place to be even if they sometimes engage in inappropriate behaviors. + Había una conversación extendida sobre cómo responder a estas solicitudes de la policia y de nuestros vecinos. 1. • Elmer and Sherman McClellan spent several hours on Friday, August 7, repairing one of the benches on the north side of the church building that had been broken. There was discussion about the existence of a graffiti-resistant plexiglass that could be used for the stand-alone sign on Alvarado Street. There was also discussion about using graffiti resistant paint and wood sealer on the walls and the furniture. There was no clarity about how to address the orange pentagram painted onto the sidewalk… whether to paint over it with appropriate floor paint or to sand blast it. 1. • There was heated discussion about whether or not to keep the furniture on Reservoir Street. No agreement was reached about what we should do with the furniture. However, there was consensus that we urgently need to address the problems caused by people who gather in front of the building to drink alcohol, smoke marijuana, use drugs, or otherwise cause problems. The premises of the church have also become a hangout for some of the most desperate members of the homeless community who sleep on the sidewalk, the ramp, the front porch, or in the parking lot. There are frequent fights and other disruptive activities, and we have received numerous complaints from local residents who claim that the area around the church is no longer safe. Wulf agreed to put together a plan addressing this situation for consideration at the next meeting of the Trustees.//Hubo una discusión acalorada sobre si mantener o no los muebles en la Calle Reservoir.    • There was heated discussion about the sale of pupusas on Saturdays by Rosa and Miguel Aguilar. There was concern that the production, sale and consumption of pupusas on church property constitutes a public health problem and puts the congregation out of compliance with rules and guidelines set up to address the COVID-19 pandemic. Wulf will contact the Aguilar family to tell them that they cannot sell pupusas on church property for the time being because of public health concerns and state and local regulations regarding the production and distribution of food for sale during this time of pandemic.//Hubo una discusión acalorada sobre la venta de pupusas los sábados por Rosa y Miguel Aguilar. • • There is a problem with the water spigot located at the northeast corner of the church building. Local members of the homeless community depend upon this spigot to provide water for drinking, cleaning, and other personal needs. However, water from the spigot leaks into the wall of the bathroom that is currently being remodeled and creates structural integrity problems. We have been informed by our contractor that the spigot needs to be either moved or removed. In addition, water from the spigot runs into the parking lot and creates a hazard. There are also times when the people using the spigot do not turn it off. On these occasions, the northeast corner of the basement has a tendency to flood.//Hay un problema con el grifo de agua situado en la esquina noreste del edificio de la iglesia. Elmer and McClellan are recommending that the spigot be capped so that no one can use it at all. Recognizing that many in the homeless community need access to clean water, they are also recommending that the spigot next to the stairs in the northwest corner of the garden on the Alvarado Street side of the church be moved closer to the sidewalk. This will make the spigot easier to use and will also ensure that water doesn’t flood the large basement hall. McClellan is able to do this project, but cannot do it right now because of other things happening in his life.//Elmer y McClellan recomiendan que se retire el grifo y que el tubo sea tapado. There was some discussion of installing a spigot with an automatic shutoff to ensure that it cannot be left running. Wulf reported that the Mission and Ministry Committee has approved the idea of the congregation working in partnership with the Conference Office of Justice and Compassion Ministries and others to develop a Refugee Welcoming Center at the church building. This will require us to make some decisions about the use of space. Wulf is considering the Tally Room and the storage area behind it, the office at the southwest corner of the sanctuary vacated by Echo Parenting, and the room just to the left of the stage in the large room in the basement.//Wulf informó que el Comité de Misión y Ministerio ha aprobado la idea de que la congregación trabaje en asociación con la Oficina de la Conferencia de Los Ministerios de Justicia y Compasión y otros para desarrollar un Centro de Bienvenida de los Refugiados en el edificio de la iglesia.
